The gap between being capable and looking capable
Many businesses in the Kimberley have the operational capability to perform government and resources contracts. They have the plant, the people, the safety records and the experience. What they often lack is the documentation — capability statements, pre-qualification submissions, WHS management systems, financial reporting in the format buyers expect — that allows procurement teams to assess them properly.
The result is that capable businesses do not make shortlists. Not because they cannot perform the work, but because their submission did not communicate that capability in the language buyers use to evaluate it.

Government procurement navigation
WA Government procurement has its own language, its own supplier registration requirements (Supplier Registration System, Disability Employment Register, Registered Training Organisation lists) and its own evaluation frameworks. A business that has not previously engaged with government procurement needs a working understanding of how it operates before a tender is worth submitting.
This includes: how the WAIPS and APP frameworks affect which businesses get considered for subcontract packages, how to position on the Kimberley Supplier Register, what the Social Procurement Framework asks buyers to consider, and when a teaming or joint venture arrangement improves the likelihood of success over a solo bid.

The Aboriginal Procurement Policy creates genuine commercial opportunity for Aboriginal businesses in the Kimberley — but only for businesses that are documented, registered and able to demonstrate capability to a government buyer. The gap between a business that qualifies under APP and one that wins work under it is largely a documentation and presentation gap.

If a client engages Nausicaa Consulting to administer a contract, we will not simultaneously coach a subcontractor competing for work under that contract. The conflict check written before engagement identifies any existing relationships on the project that would preclude this service being provided.
