“We can win the work. Who runs it up there?”
Regional cost priced honestly, a subcontract panel that holds through a wet season, and a commercial lead in Broome.
The three parts of that answer
You can win Kimberley work from Perth, Adelaide or the east coast. Running it from there is the harder half. Three things decide whether the job you priced is the job you deliver — and all three are on-ground problems, not head-office ones.
Regional cost, priced honestly
Kimberley labour, plant and subcontractor rates carry a structural premium over their southern equivalents, and the premium moves with the season. An estimating team without current regional market data understates it at tender. The gap does not disappear after award — it gets absorbed, argued, or claimed. Pricing it honestly at tender is cheaper than recovering it later.
A subcontract panel that holds through a wet season
Participation commitments get written against a supplier base nobody has verified, and suppliers get nominated who cannot perform at the capacity promised. A panel is only worth what it delivers in February. We build it from capability, tickets, insurances, plant and capacity confirmed first-hand — and we build depth into it, because the wet takes options off the table.
A commercial lead in Broome
Payment schedules, variation assessments, extension of time responses and subcontractor notices all run on strict clocks. Statutory and contractual timeframes are generally not extendable, and distance does not pause them. The commercial layer of the job runs in the same time zone as the site, alongside your supervision rather than instead of it.
What we run for contractors delivering here.
Contract administration & Superintendent's Rep
Claims certified, variations tested, alternate pricing options, and acquittal reporting that survives scrutiny. Contractor-side administration, or Superintendent's Representative where the appointment is made — handled from the same time zone as the site.

Bids priced on mobilisation, seasonality, haulage and availability — from those actually positioned to deliver your project. Pre-tender rate builds and market soundings on a fixed fee, so the number you submit is a number you can live with.

Head-contract scope unbundled into packages local businesses can actually deliver, against a verified register of Kimberley trades and suppliers. Including advice on WAIPS, APP and IPP targets, and weekly reporting through delivery.

Scope and requirements confirmed on site, with local engagement and actual site conditions — before you commit a price you have to live with.

The most expensive decisions on a remote project are made before anyone has stood on the site. Scope gets written from drawings and a desktop study. Requirements get assumed. Access, laydown, water, waste, camp, communications, heritage and seasonal constraints get discovered during delivery, priced as variations, and argued about.
On-ground scoping is the alternative. Site attendance, with the engagement that actually informs scope:
- Traditional Owner representatives — heritage, access and cultural constraints identified before they become programme risk
- Ranger groups — land management, environmental conditions and local operating knowledge
- Local businesses — what can genuinely be sourced in region, at what lead time and capacity
- Actual site conditions — access, ground conditions, laydown, services, seasonal limitations
- Local government and utility contacts — approvals, service connections, local requirements
Why this de-risks your price
A scope confirmed on the ground is a scope you can price with a defensible contingency rather than a defensive one. It also produces the record you need if the conditions you priced against turn out not to be the conditions encountered — which is the difference between a variation claim that succeeds and one that doesn't.
How buy-side engagements are structured.
Engagements are built around the project rather than an hourly count. Upfront commercial support is fee-for-service or fee-at-award; mobilisation, delivery and everything from variations through to close are carried as a project cost, in the same way your supervision and insurance are. A Superintendent's Representative appointment is priced higher than contractor-side administration, reflecting the impartiality duty and the liability that attaches to certification. Fixed-fee packages cover discrete pieces — market sounding, rate build, participation plan, on-ground scoping — with a defined scope, deliverable and turnaround.
The full fee model, including what applies at each stage, is set out on one page.
Conflict management
Nausicaa also acts for Kimberley businesses, including businesses that may hold or bid subcontracts. That is disclosed, not hidden, and it is governed by a published framework. Where Nausicaa holds a Superintendent's Representative appointment, it will not concurrently act for any retained client holding or bidding a subcontract under that head contract. A conflict check is performed and recorded before every engagement, and some engagements are declined.
